SND Joins Robredo’s Call for Integrity and Transparency vs Naga’s Corruption

Amid allegations of corruption and governance failures in Naga City, congressional candidate Sir Noel de Luna (SND) has expressed solidarity with former Vice President Leni Robredo’s call for integrity and transparency in local governance. SND echoed Robredo’s concerns outlined in her April 2024 letter, which exposed alleged irregularities under the administration of Mayor Nelson Legacion.

Speculations have been circulating in the Third District of Camarines Sur about an alleged alliance between two congressional candidates—Sir Noel De Luna (SND) and Nonoy Magtuto. These rumors have sparked intrigue among political observers, but SND remains steadfast in clarifying his position as a serious and dedicated candidate in the 3rd Congressional District of Camarines Sur.

SND categorically denied the claims, emphasizing that there is no formal alliance between him and Magtuto, who is a member of the Villafuerte clan. Instead, he clarified that their connection stems from a shared understanding of the urgent need to address corruption and restore good governance in Naga City.

“I have great respect for Magtuto as a leader capable of serving our district. However, my focus remains steadfast on representing and delivering solutions for the constituency,” de Luna stated, reaffirming his position as an aspirant for the Third District’s congressional seat.

SND attributed his recent rise in public surveys to the tireless efforts of his supporters, whose grassroots campaigns have brought his vision and platform directly to the people. “My rise is not due to alliances but because of the tireless dedication of those who believe in our shared vision for the Third District,” he said.

Leni Robredo’s Scathing Allegations Against Legacion

Despite denying any formal political alliance, SND echoed a shared vision with Robredo—restoring the good name of Naga City, which, he asserted, has been tarnished under the administration of Mayor Nelson Legacion. He pointed to the widely discussed April 2024 letter from former Vice President Leni Robredo as clear evidence of the corruption and governance failures that plagued Legacion’s term.

“To recall, Atty. Leni Robredo herself outlined alarming allegations of kickbacks, jueteng payola, misuse of public funds, and a culture of corruption within City Hall under Mayor Legacion. Restoring Naga’s reputation and upholding its legacy of clean, honest, and effective governance is something I believe resonates with anyone who truly cares for our city,” de Luna added.

“…in the face of unfortunate and alarming allegations regarding corruption in our city: allegations involving kickbacks from public works and infrastructure projects, receiving STL/jueteng payola, the expenditure of government resources to prepare for reelection, a growing culture of corruption inside City Hall itself, among others.” – Leni Robredo

In response to these allegations, Mayor Legacion has denied the accusations, emphasizing that they are baseless and politically motivated. He assured the public that his administration remains committed to transparency and reform. Reports also noted that the City Government urged the Commission on Audit and the Ombudsman to investigate claims against two officials who resigned last May.

2. Multi-Dimensional Support for Health, Education, Agriculture, and Tourism.
3. Opening of Integrated Road Networks and Priority Infrastructure.
4. Proposed Construction of Bicol Medical Center Complex.
5. Establishment of San Miguel Bay Pacific Freeport Complex.
