Metro Manila, Philippines — The Republic Act No. 12076, known as the “Ligtas Pinoy Centers Act,” has been signed into law, aiming to establish fully operational evacuation centers in every city and municipality across the country. This landmark legislation prioritizes the safety and well-being of Filipinos in times of human-induced disasters, natural calamities, and public health emergencies.
The law mandates the establishment of safe, fully equipped, and operational evacuation centers that adhere to strict minimum standards. These centers will provide essential facilities, including sleeping quarters, health care areas, child-friendly spaces, kitchens for food preparation, water supply, and sanitation facilities. The act also emphasizes the centers’ resilience against environmental and climatic challenges to address the Philippines’ vulnerability to disasters.
The National Disaster Risk Reduction and Management Council (NDRRMC) is designated as the lead implementing agency, in coordination with local government units (LGUs) and relevant national agencies. They are tasked with identifying strategic locations, ensuring compliance with standards, and supervising the construction and maintenance of these evacuation centers.
“This legislation highlights the commitment of the government to uphold the constitutional rights of Filipinos to safety, life protection, and promotion of general welfare, particularly in times of crisis,” the law states.
With the “Ligtas Pinoy Centers Act,” the country takes a significant step toward better disaster preparedness, aligning with its goal to create a safer, more resilient future for all Filipinos.
