As president of the Liga ng mga Barangay, Ismail surprised many by defeating Sabang Chairman Maeng Santillan—an ally of the powerful Rosal clan—garnering over 40 votes from the city’s 70 barangays. His victory signaled not just a win, but a shift: the once-dominant Rosal bloc is losing ground to a unifying force.
Now backed by at least 60 barangay leaders, many former Rosal allies, Ismail stands poised for a mayoral run. His inclusive style and ability to rally support mark him as a timely leader in a city weary of division.
