Albay Provincial Prosecutor Willy Guerrero has clarified the news circulating online regarding the alleged inclusion of former Albay Governor Noel Rosal in the NBI’s recommendation for charges over supposed irregularities in quarry permits.
In response to the article published by Abogado.com.ph, titled “NBI recommends raps vs ex-Albay governor over alleged irregularities in quarry permits,” Prosecutor Guerrero told this writer that the report is inaccurate. According to him, only Legazpi City Engineer Clemente Ibo was mentioned in the NBI’s official recommendation.
When asked why Rosal was not included in the NBI’s findings, Guerrero replied briefly: “Maybe the NBI did not find direct evidence linking him to the alleged irregularities.”
