ALLEGED DELAY IN BINITAYAN BRIDGE CONSTRUCTION UNFAIRLY BLAMED ON CONG. JOEY SALCEDA, EXPLANATION GIVEN

Legazpi City—Amid accusations of delays in the construction of the Binitayan-Kilicao Bridge, some individuals have been quick to blame Albay 2nd District Representative Joey Salceda. However, supporters and project insiders, including Peter Encisa, have refuted these claims, explaining the nature and timeline of the project.

According to Encisa, the bridge follows an offsite construction approach, which is standard for modern steel bridges. He emphasized that:

1. Safety and Comfort First – The steel bridge is being assembled offsite because on-site fabrication is not feasible due to space constraints and to avoid disrupting the daily activities of residents traveling between Kilicao and Binitayan.

2. On-Site Work Is for the Foundation – The foundation, built during Phase 1, is the only visible on-site work at this stage. The pre-assembled bridge components will be installed onto this foundation.

CLAIMS OF DELAY ARE FALSE

Encisa further clarified that allegations of project delays are baseless, citing the actual project timeline:

• Source of Funds: 2024 General Appropriations Act (GAA)

• Date of Bidding: August 13, 2024

• Notice to Proceed: September 1, 2024

• Contract Effectivity: September 18, 2024

• Expected Completion: November 11, 2025

SALCEDA’S ROLE: FUNDER, NOT IMPLEMENTER

Encisa reiterated that Rep. Joey Salceda was instrumental in securing funding for the bridge but is not responsible for its implementation. That role belongs to the Department of Public Works and Highways (DPWH). Salceda’s initiative aimed to benefit communities such as Binitayan, Kilicao, Alcala, and Mabinit, ensuring better transportation access.

A Reminder Against Misinformation

Encisa closed his statement with a reminder: “Don’t judge a book by its cover,” emphasizing that critics should understand the full context before making accusations.

As the construction progresses, the public is urged to rely on official updates and not be swayed by malicious claims.
