Legazpi City, Albay – Acting Governor Glenda Ong-Bongao has issued an official directive to fly the Philippine flag at half-mast across the entire province of Albay from February 3 to February 7, 2025, as a tribute to the late First District Representative Edcel C. Lagman Sr.
The order follows the passing of Rep. Lagman on January 30, 2025, recognizing his exemplary service, dedication to human rights, and unwavering commitment to Albayanos and the Filipino people. The directive aligns with Section 27 of Republic Act No. 8491, also known as the Flag and Heraldic Code of the Philippines, which mandates that the national flag be flown at half-mast upon the official announcement of a legislator’s passing for a period of five days.
“As a sign of respect, honor, and recognition of the invaluable contributions of Congressman Lagman, I hereby order that the Philippine flag be flown at half-mast in all government offices and public places where the flag is displayed throughout the Province of Albay,” the order states.
The late congressman, known for his principled leadership and advocacy for social justice and progressive legislation, leaves behind a legacy of public service spanning decades.
The provincial government, alongside the people of Albay, joins the nation in mourning his passing, acknowledging his dedication to the welfare and development of Albayanos throughout his distinguished career.
Rep. Lagman’s wake and interment details are yet to be announced by his family.
